Swiss public buyers publish contract notices on simap.ch, the national procurement platform used by the Confederation, the 26 cantons and communes alike. Switzerland is not an EU or EEA member, so TED does not apply; instead, above-threshold procurement is governed by the WTO Agreement on Government Procurement (GPA), which Switzerland implements through the federal Public Procurement Act (PPA, revised in line with GPA 2012) at federal level and the Intercantonal Agreement on Public Procurement (IAPP) at cantonal level. Current WTO GPA thresholds for goods and services are CHF 230,000 at federal level and CHF 350,000 at cantonal level, above which open, GPA-compliant tendering rules apply; below these figures, cantons and communes follow their own simpler procedures, still generally advertised on simap.ch. Typical buyers are cantons and communes installing public and municipal-fleet charging, and SBB (Swiss Federal Railways) for depot and station charging. Contract values are quoted in CHF. Contract forms include direct supply-and-install contracts and multi-year maintenance agreements, with GPA thresholds determining whether foreign (GPA-signatory) suppliers must be given equal access.
