Dutch public buyers publish all national and EU-threshold contract notices on TenderNed (tenderned.nl), the mandatory publication and transaction platform launched in 2012 and overseen by PIANOo, the Dutch Public Procurement Expertise Centre. Above EU thresholds, notices are also mirrored on TED. Typical buyers are gemeenten (municipalities) rolling out on-street public charging under national EV infrastructure agendas, provincies, waterschappen, and regional transit authorities (vervoerregio's) electrifying bus fleets and depots. As an EU and eurozone member, the Netherlands applies standard EU procurement thresholds and directives, with contract values in EUR. Contract forms are often multi-year concession agreements where an operator installs, owns and commercially operates public charge points on municipal land under a long-term permit-style contract, alongside more conventional supply-and-install tenders for fleet and depot charging.
