Spanish public buyers publish EV charging opportunities — a licitación puntos de recarga — through the Plataforma de Contratación del Sector Público (PLACSP), hosted at contrataciondelestado.es, which has been the mandatory access point for public contract notices since the 2017 Public Sector Contracts Law (LCSP). PLACSP centralises the contracting-body profile, the case file, each procedural announcement (bidding, award, formalisation) and associated documentation in one place, making it the single reference point suppliers need to monitor rather than dozens of separate buyer sites. Above EU thresholds, notices are additionally published on TED. Typical buyers are ayuntamientos (municipalities) installing on-street and municipal-fleet charging, diputaciones provinciales, and public transport operators. As an EU and eurozone member, Spain applies standard EU procurement thresholds and directives, with contract values in EUR. Contract forms range from suministro (supply) contracts for hardware to combined obra plus servicio contracts covering installation and multi-year operation and maintenance, and increasingly concession-style contracts where an operator installs and commercially runs charge points on public land.
