Sweden has no single national e-procurement portal — contracting authorities each choose from several commercial e-procurement platforms, most commonly e-Avrop and Mercell, alongside others such as Visma Opic. Upphandlingsmyndigheten (the National Agency for Public Procurement) does not run a notice portal itself but sets policy, guidance and support for effective and sustainable procurement under the Swedish Public Procurement Act (LOU), which implements the EU procurement directives. Because of this decentralised model, suppliers typically need to monitor several platforms — not one national site — to see the full range of EV charging opportunities. Above EU thresholds, notices are also published on TED regardless of which commercial platform hosts the underlying procedure. Typical buyers are kommuner (municipalities) and regioner installing public and fleet charging, and Trafikverket (the Swedish Transport Administration) for national road-network charging infrastructure. As an EU member outside the eurozone, Sweden quotes contract values in SEK. Contract forms range from direct supply-and-install contracts to multi-year framework agreements.
